Start with the outcome, not a course list
A training needs analysis asks what people need to do, what currently happens and what evidence shows the difference. Starting with a catalogue of courses can create activity without fixing the work problem.
Write the expected capability in observable terms. For example, complete the agreed supervision note within two working days is easier to assess than improve documentation skills.

Test whether training is the answer
A capability gap can come from missing knowledge or skill, but it can also come from unclear expectations, weak process design, unavailable systems, workload, supervision or a lack of feedback. Training will not repair those causes on its own.
The workbook includes a Training needed? decision and a separate Other response field so the action can match the evidence. Record why the decision was made and when it will be reviewed.

Training needs analysis vs learning needs analysis
Training needs analysis is often used for a focused review of gaps that may require training. Learning needs analysis is broader and can include experience, coaching, peer learning, job design and other ways capability develops.
The terms are often used interchangeably. The important control is to define the outcome, evidence and decision rather than forcing every need into one delivery method.
Build an action plan managers can use
Copy only confirmed learning actions into the plan. State the learning outcome, who is in scope, delivery method, owner, dates, expected evidence and review method.

Review capability, not just attendance
Completion records show that an activity occurred. They do not by themselves prove that the work outcome improved. Agree how the result will be reviewed, such as a work sample, observation, quality measure or manager discussion.
