What a skills matrix should answer

A skills matrix compares the capabilities a role or team needs with the level each person can currently demonstrate. It should help a manager see where capability is strong, where evidence is weak and which gap needs a development action.

Keep the matrix specific enough to support a decision. A list of vague qualities or unexplained scores creates false precision and makes fair review difficult.

  • Which skills genuinely matter for the role or work
  • What observable standard each proficiency level represents
  • What evidence supports the current level
  • Who reviewed it and when it should be reviewed again
  • Which gap has an owner, action and target date

Skills matrix vs training matrix

A skills matrix records capability or proficiency. A training matrix records whether defined training is required, completed, current, due or missing evidence. Training may contribute to capability, but course completion alone does not prove that someone can perform a task to the required standard.

Choose clear proficiency levels

Define each level before scoring anyone. The workbook uses five editable levels: Awareness, Supported, Independent, Advanced and Expert. Replace them if your organisation already has an agreed framework.

Describe observable work rather than personality. For example, Independent means a person can complete routine work to the agreed standard without help; it does not mean they are ready for every complex or unfamiliar situation.

  • Use the same definition for everyone assessed against the same skill
  • Name the evidence expected at each level
  • Record who made the assessment and the review date
  • Allow not-applicable where the role does not require the skill

Turn gaps into proportionate actions

A gap is useful only when it leads to a proportionate decision. The response might be supervised practice, coaching, shadowing, a work sample, formal learning or a change to the requirement itself.

Do not assume every gap needs a course. Check whether the cause is missing access, unclear expectations, process design, workload or lack of feedback before assigning training.

  • State the development action and intended outcome
  • Name the person responsible for supporting or reviewing it
  • Agree the evidence and target date
  • Review whether the action changed capability

When a spreadsheet stops being enough

An Excel skills matrix format can work for one team with stable skills and a clear owner. It becomes harder to trust when assessments, evidence, permissions and review dates are spread across managers or sites.
